The Delaware River flooded Port Jervis three times in less than two years, in September 2004, April 2005 and June 2006. On June 28, 2006, the river at Port Jervis crested at 21.47 feet, the highest since the flood of August 1955, and backwater from the Delaware pushes into the Neversink near its mouth. In winter, ice jams at the bend above the confluence can flood the west end of town.
That history is in the basements. Older houses near the river often have the panel, the meter and the laundry circuits low on a basement wall, exactly where water reaches first. After a flood, nothing should be switched back on until wet devices and panels are checked, and when equipment is replaced it is worth raising it above the high-water mark. Since December 31, 2025, permitted work follows the 2023 NEC.

Port Jervis questions
Not until the wet panel and circuits are checked. Water can leave parts energized or corroded, so we test before anything is switched back on.
If it took water, raising it above the high-water mark when it is replaced is usually the right move, along with the meter where the utility allows.
Replacing a panel or service does, and the inspection has to pass before the utility restores power to the new equipment.
Yes, through an inlet and interlock or transfer switch, with the pump on its own circuit so it is easy to keep running.
